Senate Republicans Support President's Proposal to Overhaul Affordable Care Act

US lawmakers are working through the weekend for the first time since the federal closure began more than a month ago, but expectations for a bipartisan agreement on how to resolve the standoff appeared to recede as Republican senators proposed a proposal toxic to Democrats: scrapping the ACA, known as Obamacare.

Growing Impact of Federal Closure

The impact on Americans from the lengthiest shutdown of the federal government in history deepened on Saturday, as government employees went unpaid, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.

President's Proposal from Golf Course

As weekend session got under way, Republican senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Support

Several Republican senators praised the plan, which is comparable with a replacement for Obamacare proposed in 2017.

"We will replace this broken system with something that is actually better for the patient," one senator said.

Another senator commended Trump's suggestion on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator posted in response to Trump's suggestion. "We must stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Reaction

Opposition lawmakers expressed alarmed responses to Trump's plan.

"Essentially, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another senator reacted to the censure of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Seriously? In that case I welcome your support for Medicare for All."

Continuing Talks

The Senate adjourned without reaching a solution, but Senate Republican leaders have signaled an openness to an emerging plan from a small group of moderate Democrats to terminate the shutdown in exchange for a later vote on the Obamacare payments.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another path forward" after Republicans rejected an offer to reopen the government and extend the payments for a year.

Another senior Democratic lawmaker persisted in arguing that Republicans should agree to a one-year extension of the payments before discussing the long-term of the subsidies.

"Inaction is derelict because citizens will go into debt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That's what will happen if this Congress fails to act."

Political Dynamics

Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the support of several Democrats to reopen the government, and the concept of eliminating and substituting Obamacare with savings accounts is improbable to earn a single Democratic vote.

Several analysts suggested that the core of such a proposal would remove the ACA's mandate that carriers cover patients with pre-existing conditions.

After his resort visit, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a iteration of the proposal that failed to garner enough support in 2017.
